Indian issues white spaces licences, breaking long ties to auctions

In a major boost for uptake of TV white space spectrum for wireless broadband, the Indian government is to issue eight experimental licences in the 470-582 MHz band, totalling 127 MHz of airwaves.

These will support tests in various locations, using the same regulations as already adopted in the US and other early movers – to date, Malawi, Ghana, Singapore, the Philippines, the UK and Canada.

The largest allocation, totalling 60 MHz, has gone to the Telecom Ministry’s ERNET organization, while power equipment maker BHEL has received 20 MHz, and the remainder is divided between Tata Advanced Systems; the technology institutes of Bombay, Delhi, Hyderabad and Bangalore; and
